ISPM 15 and Fumigation: Wooden Pallet Compliance

Reading Time: ( Word Count: )

September 7, 2026

ISPM 15 is the standard for wooden pallets and packaging in international trade, and it requires heat treatment or fumigation plus a stamp on the wood. A pallet that is not ISPM 15 marked can be held or rejected at the border.

What ISPM 15 does

ISPM 15 is the International Plant Protection Convention standard for solid-wood packaging. It requires the pallet or the wood packaging to be heat-treated or fumigated, and then stamped, so pests are not moved across a border. A pallet without the mark is not compliant.

Compliance options

Option What it does Why it matters
Heat treated Kiln or heat Marked HT
Fumigated Methyl bromide Marked MB
Stamp IPPC mark The compliance proof

Confirm the pallet is heat-treated or fumigated and carries the IPPC stamp. A pallet without the mark is not compliant and can be held at the border. Confirm the mark is on the pallet, not a document, because the stamp is the proof.

For a US-market import, the wood packaging rule applies, so confirm the pallet meets it.

See the US Federal Trade Commission on commercial claims for the accuracy behind a compliance claim.

OEM: a compliant pallet term

Commercial term Typical range

Confirm the pallet is ISPM 15 marked and the treatment is documented before you ship. Exact pallet and treatment spec: 〔待工厂确认〕.

If you want to confirm a compliant pallet for a shipment, see our bag range so the pallet and the pack line up.

FAQ about ISPM 15 and fumigation

What is ISPM 15?

The International Plant Protection Convention standard for solid-wood packaging, which requires heat treatment or fumigation and a stamp on the pallet.

Why does a pallet need the mark?

Without the IPPC stamp, the pallet is not compliant and can be held or rejected at the border. The stamp is the proof.

Is heat treatment or fumigation better?

Either meets ISPM 15. Heat treatment is marked HT and fumigation is marked MB. Confirm the documentation.

Is the mark on the pallet or the document?

The mark is on the pallet. A document alone is not enough, because the stamp on the wood is the compliance proof.

Hi, I’m Nick. With over 10 years of experience in the packaging industry, I bridge the gap between global retail brands and factory-direct manufacturing. At TIIO, we support logistics companies and retailers by delivering heavy-duty moving bags and thermal solutions without the headache of complex supply chains.

We handle everything from raw material sourcing to DDP logistics, so you can focus on scaling your business. No more dealing with quality fade or delayed shipments—we make the procurement process seamless and reliable.

My passion for this industry is deeply personal. I vividly remember a late night on the factory floor, supervising the loading of eco-friendly shopping bags for a client. As I watched the containers fill up, I thought of my little girl waiting at home. She is my inspiration to push for sustainable, greener products. Every order we fulfill isn’t just business; it’s a step towards a cleaner future for her generation.

I’m always excited to collaborate with partners who value quality and sustainability. Let’s connect and grow together!
