Care Labels on Custom Bags: Washing, Fiber, and Branding Compliance

A care label looks like a small fabric afterthought until it becomes a compliance problem. Textile labeling is regulated in every major bag market — fiber content statements, care instructions and origin declarations all carry legal requirements, and a custom bag program that ships without correct labels can be stopped at customs, pulled from retail shelves, or rejected by a brand client’s compliance team. For custom bag buyers, care labels are a specification line item with a regulatory backing. This guide covers what must be on them, the rules by market, and how to manage labels in a custom program.

What a compliant care label contains

Four content blocks make a care label compliant in most regimes. Fiber content: the generic fiber names by percentage, in descending order — and only approved generic names count; brand names for fibers require the generic name alongside. Care instructions: washing, drying, ironing and dry-cleaning symbols or text appropriate to the product — for bags, the practical set is usually spot-clean or hand-wash guidance with temperature limits. Origin: the country of manufacture, required in most markets for textile products. And the responsible party: the manufacturer’s or importer’s name, or an RN number in the US system. The US rules are codified in the FTC’s textile and wool labeling regime — the requirements are published in 16 CFR Part 423, the care labeling rule, alongside the fiber content rules in Part 303 — and the EU runs its own textile labeling regulation with similar structure. What the label cannot contain is the interesting part: no fiber invented names, no unsubstantiated claims, no instructions that would damage the product if followed.

Labeling in a custom bag program

Custom programs carry three labeling decisions that stock programs do not. First, whose name goes on the label: the bag brand’s or the importer’s — the private-label structure determines the responsible party declaration, the ownership considerations we cover in private label versus white label bag programs. Second, whose compliance file backs the label: fiber percentages must match the actual material of the production run, so the label spec belongs inside a version-controlled spec-lock discipline, the same one our private label programs run on — a label locked to a material composition that later changes is a program-wide compliance defect. Third, physical label quality: labels survive the bag’s care regime (a washable bag needs a label that survives washing), and the sewing method matters at QC, where label attachment is a checkpoint in the acceptance inspection framework of our AQL and defect classes guide. Regional variations that catch buyers

Three regional differences generate most labeling trouble for bag exporters. The US runs the FTC regime: fiber content and care rules with the RN system for responsible parties. The EU textile labeling regulation adds its own symbol set and language requirements — care symbols are standardized but some member markets expect local-language instructions. Other markets layer on top: some require local-language content or additional origin markings, and the packaging side has its own drift, as in the EU packaging regulation changes we track in our bag import compliance coverage. The working method for multi-market programs is a labeling matrix: one row per market, columns for each content block, maintained as part of the product file and reviewed whenever a program enters a new market. Bag programs that maintain the matrix ship compliant everywhere they sell. Programs that treat labels as a printing detail learn the rules from a customs hold — which is why labeling sits in the order file of every logistics and moving solutions program we run.
