EU customs clearance for a container of bags comes down to one file folder, assembled correctly before the vessel sails. Missing or inconsistent paperwork is the top cause of clearance delays on bag shipments, and every day a container sits in port costs storage while the buyer waits. This checklist walks the eight documents and declarations an EU import of bags needs, with the fields customs officers actually read.

The Eight-Item Document Checklist

1. Commercial invoice. The invoice states the seller and buyer, the goods description, quantities, unit values and total value, currency and Incoterm. Description matters: “bags” invites a query, while “woven polypropylene shopping bags, 40 x 35 x 10 cm, laminated” reads like a product customs can classify.

2. Packing list. Carton count, units per carton, gross and net weights per carton and total. The packing list must reconcile with the invoice quantities and the container’s sealed count.

3. Bill of lading. The transport contract and title document, showing shipper, consignee, notify party, ports and container number. Consignee details must match the importer’s records exactly.

4. EORI number. The EU importer needs an Economic Operators Registration and Identification number, and the entry cannot clear without it. First-time importers register before the shipment departs, not while it waits at port.

5. Correct HS classification. Bags classify in heading 4202 of the EU’s Combined Nomenclature, and the EU’s customs authority publishes the tariff and classification rules through its taxation and customs portal, with subheadings by material and use: outer surface of textile materials versus plastic sheeting changes the subheading and sometimes the duty. The classification decision belongs on the invoice line, agreed between buyer and factory before shipping.

6. Import VAT and duty account. Bags attract import VAT on the customs value plus duty, and duty depends on origin and the tariff treatment the classification earns. The declaration is filed by the importer or broker with these amounts calculated, not left to discovery.

8. Transport insurance certificate where agreed. Under FOB terms the buyer insures; under DDP the seller does. The insurance document closes the paper trail that claims adjusters ask for.

The Three Consistency Checks Customs Actually Runs

Document versus document. Quantities, weights, descriptions and parties must agree across invoice, packing list and bill of lading. A carton count that differs by one line is a customs query.

Goods versus documents. Physical exams open cartons and compare what is inside against the invoice description and classification. A container declared as woven PP bags cannot contain a mixed load the invoice never mentions.

Value versus market. Declared values far below the invoice trail, or between related parties without justification, trigger valuation reviews. Declare the real transaction value.
